Superintendent Dowaliby started with Strafford County Department of Corrections in 1983.  He made Sergeant in 1985 and Lt. in 1993.  In 1998 he was promoted to Captain.  He was chosen as acting Superintendent on May 9th, 2003.  He was appointed as Superintendent on October 1, 2003.
