1. Open the Community Development Block Grant (CDBG) Projects Hearings

a. The proposed Public Facilities grant for up to $25,000 in CDBG funds. A portion of the funds will be subgranted to the St. Anselm College Initiative for Housing Policy and Practice and will be used to enhance housing conversations in the Strafford Regional Plan Update with the NH Zoning Atlas.
b. Re-adoption of the County’s Housing and Community Development Plan.
c. Review and adopt the Initiative for Housing Policy and Practice Anti-displacement and Relocation Plan.

2. Open Hearing and Solicit Public Comments or Questions on:

a. Ask for Comment on the Proposed Grant Application
b. Ask for Comment Regarding the Housing and Community Development Plan
c. Ask for Comment Regarding the Project-Specific Residential Anti-Displacement Plan

3. Close Public Hearing

4. Vote on:

a. Authorize Submission of the CDBG Grant Application
b. Authorize County Administrator to Sign and Submit the CDBG application and upon approval of the CDBG application, authorize the County Administrator to execute any documents, which may be necessary to effectuate the CDBG contract, and any amendments, and enter into agreements with the Saint Anselm College and Strafford Regional Planning Commission
c. Adopt the 2025 Housing and Community Development Plan
d. Adopt the Residential Anti-Displacement and Relocation Assistance Plan

5. Approve Minutes of July 17, 2025

6. Authorize and Sign State of NH 2026/2027 Substance Abuse Enforcement Program Grant for $100,000.00

7. Approve Purchase of Tasers for Sheriff’s Office

8. Discuss Extending Kyocera Copier Contract for Three Years
