The Strafford County Sheriff’s Office releases the following information:

The Strafford County Sheriff’s Office was awarded a Granite Shield Grant Award.  The funding cycle for the grant ran between the fall of 2017 and the spring of 2018.  Strafford County received approximately $80,000 to fund Granite Shield Investigations this past year.  This was part of a state wide effort to combat the opioid addiction crisis that has gripped Strafford County. The following information is being provided relating to the results of enforcement efforts and the conclusion of this grant.

Arrests: 69

Weapons:  to include an AR-15, Shotgun, Mac-11 , Two 9mm pistol, .40 cal handgun, and a .357 revolver

Types of drugs seized: Cocaine, Crack Cocaine, Fentanyl, Carfentanyl, Sub Oxone, Methamphetamine, Marijuana, Pills, Butane Honey Oil and LSD

            Strafford County is pleased to have been awarded another Law Enforcement Opioid Abuse Reduction Initiative Grant for the upcoming year.  Governor Chris Sununu and the Executive Council have awarded a grant to Strafford County in the amount of $80,000

Prison Rape Elimination Act Information:

The Prison Rape Elimination Act (PREA), a federal law enacted in 2003, was created to eliminate sexual abuse in confinement. In addition to providing federal funding for research, programs, training, and technical assistance to address the issue, the legislation mandated the development of national standards. The National Prison Rape Elimination Commission developed recommended national standards for reducing prison rape. The final standards became effective June 20, 2012, when they were published by the Department of Justice (DOJ) in the Federal Register.

The Prison Rape Elimination Act mandates that the following actions are reported and investigated:

  • Sexual abuse of an inmate by another inmate, if the victim does not consent, is coerced into such act by overt or implied threats of violence, or is unable to consent or refuse:
  • Sexual abuse of an inmate by a staff member, contractor or volunteer with or without consent of the inmate.
  • Any display by a staff member, contractor, or volunteer of his or her uncovered genitalia, buttocks, or breast in the presence of an inmate.
  • Voyeurism by a staff member, contractor, or volunteer. Voyeurism by a staff member, contractor, or volunteer means an invasion of privacy of an inmate by staff for reasons unrelated to official duties.
  • Sexual Harassment of an inmate by another inmate or a staff member, contractor or volunteer.

All investigations must come to one of the following conclusions:

  • Substantiated allegation means an allegation that was investigated and determined to have occurred.
  • Unfounded allegation means an allegation that was investigated and determined not to have occurred.
  • Unsubstantiated allegation means an allegation that was investigated and the investigation produced insufficient evidence to make a final determination as to whether or not the event occurred.

The following information is being provided as part of the Prison Rape Elimination Act.

In 2014, there were 7 reported allegations of sexual harassment or sexual abuse of inmates.

  • 2 reported cases of Inmate on Inmate Sexual Abuse which were both found to be UNSUBSTANTIATED.
  • 4 reported cases of Inmate on Inmate Sexual Harassment – two were found to be UNSUBSTANTIATED and two were found to be UNFOUNDED.
  • 1 reported case of Staff on Inmate Sexual Harassment and Simple Assault which was found to be UNFOUNDED.

In 2015, there were 8 reported allegations of sexual harassment or sexual abuse of inmates.

  • 2 reported cases of Inmate on Inmate Sexual Abuse – one UNSUBSTANTIATED and one that is PENDING.
  • 4 reported cases of Inmate on Inmate Sexual Harassment – all were UNSUBSTANTIATED.
  • 1 reported case of Staff on Inmate Sexual Harassment – which was found to be UNSUBSTANTIATED.
  • 1 reported case of Staff on Inmate Sexual Abuse – which was found to be UNSUBSTANTIATED.

Additionally, we had 5 cases of inmates reporting abuse that occurred while they were with other agencies; all cases were reported to the proper investigatory bodies.

INMATE NEWSLETTER

Welcome to the first issue of LIFE INSIDE, a newsletter that provides a view of life inside the Strafford County Department of Corrections (SCDOC). The last such newsletter was published in January 2014 under the title Family Newsletter. The editor of that newsletter was SCDOC employee Marilyn Allen who retired on January 31, 2014. At the time she was the SCDOC’s Jail Industries Director and the Family Reception Center Founder and Coordinator. In the last issue of Family Newsletter, upon retiring, Ms. Allen wrote,
I am sure that if those incarcerated express a desire to have the newsletters con-tinue they will. It has been all of you sharing through your poems, writings, art and other accomplishments that have made this newsletter possible.
I believe that the families also really appreciate seeing what their loved ones are doing to take positives out of a traumatic experience. It gives families hope and pride to see some of the things that their loved ones have done while incarcer-ated. It gives families and those incarcerated hope for their future. I think it also reminds Strafford County DOC that their efforts with expanded programs and opportunities are not in vain but rather make a difference in the life of both the inmates and their families.
It is in such a spirit that the SCDOC Spiritual Care Advisory Board has taken on the chal-lenge and responsibility for restarting publication of an inmate newsletter. Part of the mission of the Spiritual Care Advisory Board is to ensure and promote the well-being of the SCDOC inmates. We hope that this opportunity for the inmates to share what they are working on and what is in their hearts and minds, with their families, with the SCDOC community, and beyond, will help affirm their connection to society in a positive way.

What is PREA?

PREA (Prison Rape Elimination Act) is a federal law that protects people in jails and prisons from sexual victimization, rape, and sexual assault.

Inmates have the right to be free of sexual abuse while incarcerated.

Inmates can have NO sexual contact with other inmates, SCDOC staff, volunteers, and/or contractors.

It is never appropriate for DOC staff or volunteers to make sexual advances or comments, or to engage in sexual contact with an inmate, including those persons under the supervision of Community Corrections.

SEXUAL MISCONDUCT INCLUDES:

  • Sexual contact or penetration as defined by NH RSA 632-A
  • Masturbating in front of another person
  • Making obscene or sexual advances, gestures or comments
  • Exposing genitalia, buttocks or female breasts
  • Touching of self in a sexually provocative way
  • Initiating or making promises in exchange for sexual favors (i.e. promising safety, privacy, housing, or privileges)
  • Threats, intimidation or retaliation for any of these

INMATES HAVE THE RIGHT to report sexual abuse and THE RIGHT TO BE FREE OF RETALIATION for reporting abuse - if you are an ICE Inmate, the reporting of sexual abuse WILL NOT negatively impact your immigration proceedings.

FACTS RELATED TO SEXUAL ASSAULT:

  • Anyone can be sexually assaulted.
  • NOBODY asks or deserves to be raped.
  • A person who is sexually assaulted is not at fault.
  • Many survivors experience feelings of fear, sadness, anger, shame and helplessness.

Both victims & witnesses of a sexual assault have reporting options:

All complaints will be investigated

An inmate may:

  • Report the incident to any trusted staff member
  • Submit a Medical Slip or Inmate Request
  • Contact the Strafford County Victim’s Assistance Program by calling 516-7138 on either the inmate phone system or an outside line.
  • Write to Superintendent Pelkie, the NH Attorney General or the Office of the Inspector General at the addresses listed below.

A family member may report sexual abuse of an inmate by:

  • Calling the facility at (603) 742-3310 and asking to speak to the shift supervisor.
  • Contacting the Strafford County Victim’s Assistance Program at (603) 516-7138
  • Emailing the facility at StraffordJail@co.strafford.nh.us
  • Writing to any of the following persons:
