Dawn Croteau
Office Manager

Dawn started her career in 1999 with the
Strafford County Sheriff’s Office 
as an Administrative Assistant for the Civil Process Dept. 
Working with seven Deputies 
preparing their work assignments
for the day such as Landlord Tenant actions,

Family Court actions, Civil actions and much more. 
After 20 years of service in the Sheriff's Dept,
Dawn decided on a change so in May of 2019
she joined the Community Corrections team.

Dawn loves to be the first face of the office
to help all that walk through our doors.

William Britton
Community Supervision Director & Employability Director

Will Britton began his career with Strafford County in 2004
as a Correctional Officer for the Department of Corrections.
He joined the staff at Community Corrections in 2008
and has received the Community Corrections
Employee of the Year Award in 2008 and 2009. 
Will is an honored veteran having served in the
United States Air Force for five years. 
Will currently supervises Employability program clients,
and conducts assessments on any potential new clients
for the community supervision programming.

 Jonathan Forcier
Community Supervision Sr. Case Manager

Officer Forcier graduated from the NH Correctional Academy in
2005 
and has been employed in Strafford County for  10 years. 
He started his career  at the  Strafford  County Jail in 2004. 
Jon joined the Community Corrections team in 2011 
as a Pretrial Case  Manager. 

Jon also supervises Diversion and post-trial clients.  In addition,
he oversees the maintenance and training of the VIVA-E drug testing machine for our office.

Blair Rowlett
Mental Health Supervision Director 
Strafford County IEA Coordinator

 Blair Rowlett earned her Dual Bachelor’s Degree
in Psychology and Justice Studies from the
University of New Hampshire in 2005. Shortly after graduation,
she began her career at the Strafford County House of Corrections
where she became a decorated Correctional Officer. In 2007,
she transitioned into a position with the
Strafford County Community Corrections Program.
In addition to overseeing the county’s
Bail Supervision Program and Post-Trial Supervision Programs,
she currently serves as the Director of The Strafford County -
Rochester Mental Health Court. Ms. Rowlett is a
Trauma-Informed Response Instructor for Law Enforcement,
a Mental Health First Aid Instructor, a trainer for
local police departments’ Crisis Intervention Teams, and has created a
training curriculum for new Correctional Officers at
Strafford County. In 2015, she had the honor of being chosen
as the commencement speaker for the
UNH Justice Studies Program’s graduating class.
Ms. Rowlett has been featured on NHPR and
was a panelist for UNH’s 2019-2020
Sidore Lecture Series’ “What is a Criminal;”
and in 2022, she submitted an essay as a
contributing author for a book of the same name.
She is currently a member of the
Mental Health Advisory Group for NH Mental Health Court State Standards.

Erin Guyotte 2024

Erin Guyotte
Community Supervision Mental Health Sr. Case Manager

Erin Guyotte received her Bachelors of Science degree
with a major in Criminal Justice in 2006 from Granite State College.  
In 2007, she started working at the New Hampshire
Department of Corrections as a Correctional Counselor/Case Manager. 
She worked at NHDOC as a Case Manager until 2004. 
Her first four years were working at all four state prisons in a
family support program for inmates and their families. 
The last three years at NHDOC she worked at
Exeter Probation/Parole assisting offenders in case management needs. 
At the beginning of 2014 she started working at
Strafford County DOC as a Mental Health Case Manager. 
In March 2015 Erin joined the Community Corrections team
as their Mental Health Case Manager.

Brea Preston
Community Supervision Mental Health Case Manager

Brea graduated from the University of New Hampshire
with a Dual Degree in Homeland Security and
Justice Studies, along with a minor in Forensics.
She began her journey with Strafford County
Community Corrections as an intern,
where she discovered her passion for pretrial services.
After graduation, Brea joined the Community Corrections team
full-time, continuing her commitment to supporting clients
through the pretrial process and promoting positive outcomes within the community.

Kyle Murphy 2024

Kyle Murphy
Drug Court Case Manager

Kyle graduated from the University of New Hampshire
in May of 2019 
with a dual degree in Justice Studies and
Psychology. During her time 
at UNH, Kyle was an intern
at the State of NH Medical Examiner’s office.

After graduation, Kyle worked as a community-based social
worker in both 
Strafford and Hillsborough counties. Kyle is passionate about restorative justice and supporting
clients to utilize local resources

to help better their mental health.
Kyle began her role as a case manager

on the mental health supervision team with Community Corrections
in February 2021 and transitioned to
Drug Court as a case manager in June 2024.

Carole Lee 2024

Carole Lee
Drug Court Director

Carole graduated from Southern NH University in 2010
with a bachelor's degree in Business in Sports Management.
She was then hired as a Police Officer in Thornton, NH
and attended the NH Police Standards and Training Academy
in Concord where she received her Full-Time Police Certification in 2011.
Carole moved on to the Campton Police Department in 2012 as a
Patrol Officer and then to the Strafford County Sheriff’s Office as a
Deputy in 2016. In March of 2020, Carole was promoted to
the rank of Sergeant at the Sheriff’s Office and joined the
Drug Court Team as the Law Enforcement Liaison
during the summer of 2020. From there,
Carole learned more about the Drug Court community
and took part in various trainings. In December 2021,
Carole decided to change roles and she joined the
Drug Court team full-time as a Case Manager.
Carole still works as a Per-Diem Deputy with the Strafford County Sheriff’s Office.

Taylor Belanger 2024

Taylor Belanger
Transitional Housing Program Director                                                   

Taylor started as a case manager at Men's Transitional Housing
in June of 2019 before recently being promoted to Director.
He graduated with a B.S. in Criminal Justice from
Southern New Hampshire University and graduated
from the 113th county corrections academy. Currently,
Taylor is attending the University of New England and
working on getting a Masters in Social Work.

Shawntel Clemmer 2024

Shawntel Clemmer
Transitional Housing Case Manager

Officer Shawntel Clemmer joined the
Community Corrections Team from The
Strafford County Department of Corrections.
She has been with the County for six years.
Officer Clemmer began her career with the
county in 2015 as a Corrections Officer and is
currently the Case Manager for the
Women’s Transitional Housing Unit. 
During those six years she has graduated from
the 102nd County Corrections Academy,
has been awarded both the Life Saving and
Meritorious Service Awards. Officer Clemmer
holds an Associates degree in Criminal Justice and Psychology
and is currently in the process of finishing her Bachelors in the same field.

Jenny Fortier
Transitional Housing Case Manager                                                            

Jenny Fortier joined Community Correction’s
Transitional Housing Team as a Case Manager in 2023.
Jenny graduated from New Hampshire Technical Institute
earning her Associate degree of Science in Criminal Justice.
Jenny is currently working towards obtaining a
Bachelor’s degree in Psychology with a
concentration in Human Services. 
Jenny’s passion is to help those in need by overcoming
obstacles and guiding those to achieve their goals.

Moses Nyumah

Moses Nyumah
Transitional Housing Case Manager                                                          

 Moses began working at Strafford County in 2016 as a
Corrections Officer at the Strafford County
Department of Corrections. In 2018 he joined
Community Corrections as a Case Manager for Men’s
Transitional Housing. He is graduating with his
Bachelor’s in Paralegal Studies in May, 2018 with a
long term goal of obtaining a law degree.
His previous work experience includes working in group
homes as he has a passion for helping people.

Ethan Noddin 2024

Ethan Noddin
Transitional Housing Case Manager

Ethan started working in the department of corrections
as a correctional officer in 2021. He was then
promoted shortly after returning from the academy to
Control officer in early 2023. Ethan has always had a passion
for helping people in our society and knew that’s
where he wanted to gravitate towards when finding a career.
He recently found a great opportunity
working as a case manager in the men’s transitional housing program.
